Promotional videos introduce a company and/or its products, for the purpose of creating a certain image and increasing sales. In order for your video to reach a global audience and help you acquire customers worldwide, it must be in English. And this is where I come into the picture.
Voiceover is another way of reaching the video's viewers: both visual and auditory. By combining these two methods together, you can increase the viewer/listener's attention and get your message across. Therefore it is indeed a good idea to add voiceover to your promotional video - and to other media, as well.
When you order a promotional video in English, it is important that the English be fluent and without a foreign accent. After all, a foreign accent may distract listeners from your video's message, and/or give people an impression that your company or product is foreign. In addition, even if the accent is native, it is important that it be neutral (not associated with any particular area), because a local accent will also distract listeners and create a certain image of the product or company. I am a native English speaker with a neutral accent that is suitable to any promotional video.
